To Titus, Paul primarily gives instruction about life in the congregation: elders, relationships between spouses, elderly and younger, masters and servants. He also touches on our relationship to secular governments and such. Sort of by way of summary, I think: “For the grace of God has appeared, bringing salvation for all people, training us to renounce ungodliness and worldly passions, and to live self-controlled, upright, and godly lives in the present age, waiting for our blessed hope, the appearing of the glory of our great God and Savior Jesus Christ, who gave himself for us to redeem us from all lawlessness and to purify for himself a people for his own possession who are zealous for good works” (2:11-14). That is, whether in the congregation or out in the world, by God’s grace and as his children, our lives are to reflect his righteousness.

To save rebellious man;
And all the steps that grace display
Which drew the wondrous plan.
Grace taught my wandering feet
To tread the heavenly road;
